The United States Department of Justice, the White House and other institutions start a series of pilot programs to unite community leaders, law enforcement officials and others to develop a strategy to counter the threat, said Holder.

While existing programs were aimed at community leaders, the new program will involve teachers, psychologists, and social service professionals who provide great support and assistance in the development of special methods for potential extremist identification. The objective is to intervene before people come over to the terrorists' side.
